I don't see it being a problem because there's nothing to stop Google responding.
What Google are trying to do is extract from the web information about how good a hit people consider a web site for a given search term. An important part of this was the realisation that if web sites link to a particular site then the site that is linked to is probably a good site for the terms in the links. The immediate response to this was the growth of link farms. It's this system that has resulted in Wikipedia doing so well for so many searches. Lots of people are linking to Wikipedia resulting in the Google software considering Wikipedia to be a good match for many search terms.
Now, Google could add a score or weight to sites that are considered important or significant for a given search term using people and have the search computers take the score or weight into consideration when returning results. However, this means that the results are subject to human opinion and evaluation. Consider the commercial pressures to have your site scored highly or weighted. Consider the legal possibilities!
