Internet Access - a right?

There are a few articles such as this Guardian one talking about Internet access and whether it should be a human right or not.

I'm with Vint Cerf in thinking that in and of itself  it's not a right. The right to free speech should not also be a right to publish on a particular medium.

As more public and private services move on-line having Internet access is becoming more and more necessary for every day life. It's currently a great convince but what happens when the Internet becomes the only way to carry out certain transactions with the government? Once Internet access becomes necessary to interact with government then is Internet access effectively a right?

In denying a member of a household Internet access what access do the other members have? If they are to be denied Internet access too is that collective punishment? Are the other members expected to police access to the Internet within the household? Should they stop or shop a banned member of the household?
